On July 5, 2000, the Cabinet considered the Memorandum No. 398/2225/00 which was submitted by the Minister of Education on the concept of establishing and implementing a Community College in each parliamentary constituency.

The Community College of the Ministry of Education Malaysia will be an institution that provides training and skills needs at all levels and provides secondary education opportunities before going to the labor market or furthering higher education.

A total of 10 Pilgrim Community Colleges began operating in mid-June 2001 and two more in December 2001. As of July 2007, a total of 35 Community Colleges were operating nationwide
